Community Extension Services and Engagements

The Bulacan State University – College of Information and Communications Technology (CICT), through its faculty members and extension service initiatives, continued to strengthen its commitment to community development by providing technology-driven training, capacity-building programs, digital literacy initiatives, and technical assistance to various sectors throughout 2025. These extension activities were designed to respond to the emerging technological, educational, organizational, and digital security needs of partner institutions and communities.

The College’s extension initiatives covered a wide range of beneficiaries, including public school teachers and learners, government personnel, parish administrators and church workers, parents, youth leaders, local educators, barangay communities, libraries, and other community-based organizations. Through the active participation of CICT faculty members, these programs transformed the College’s expertise in information technology, digital education, cybersecurity, digital media, information systems, and emerging technologies into practical community-based interventions.

Strengthening Digital Education and Instructional Technology

One of the major areas of CICT’s extension engagement was the enhancement of digital competencies among teachers and learners. The Training on Digital Integration for Growth in Instructional Technology (DIGIT) conducted for the teachers of Pulilan Central School introduced participants to strategies for integrating digital technologies into classroom instruction. This initiative was complemented by other programs such as AI-Assisted Teaching: Best Tools and Practices for Education, which equipped teachers and school personnel from Ligas Elementary School with knowledge on the responsible and effective use of artificial intelligence in teaching and learning.

The College also implemented programs focused on digital learning resources and technology-assisted instruction. Read, Race, and Rise: Boosting Fluency and Vocabulary through Online Digital Tools provided Grade 6 learners of Pulilan Central School with opportunities to use online tools to strengthen reading fluency and vocabulary. Similarly, Empowering Teachers, Enriching Learners: Advancing Teaching Through Action Research, conducted as a School Learning Action Cell session, supported teachers in developing their capacity for action research and evidence-based improvement of instructional practices.

Additional activities, including Enhancing Teaching Through Video Editing: Engaging Digital Content Creation and MS Office Application, TechBits: Empowering Minds, One Byte at a Time, and the storytelling initiatives conducted for San Martin de Porres and Bahay at Yaman ni San Martin de Porres, emphasized the practical application of digital tools in education, communication, and creative content development.

The College further extended its educational technology initiatives through Empowering Physical Education: Integrating Mobile Applications for Active Learning, implemented separately for teachers and students of President Corazon-Cojuangco Aquino Memorial National High School. These activities demonstrated how mobile applications and digital technologies can support active, engaging, and technology-enhanced learning experiences.

Digital Transformation and Information Systems

Another significant area of engagement was digital transformation and information system integration. CICT faculty members participated in the Training Orientation for the Digitalization of Church Record Management System (DCRMS) for dioceses and ecclesiastical communities. These engagements reached numerous parishes under the Dioceses of Antipolo, Pasig, Parañaque, and San Pablo Laguna, as well as the Apostolic Vicariates of Puerto Princesa and Taytay in Palawan.

The DCRMS initiatives aimed to promote the systematic management and digitalization of church records, helping partner organizations understand the benefits of information systems in improving recordkeeping, accessibility, organization, and administrative efficiency. These activities demonstrate the College’s capacity to extend information technology solutions beyond traditional academic settings and address the information-management requirements of community and institutional partners.

The College also conducted Empowering Communities through Digital Literacy and Information System Integration in Barangay Mojon, Malolos, Bulacan. The program promoted digital literacy and introduced practical approaches to using information systems as tools for community development and efficient service delivery.

Cybersecurity and Digital Safety

Recognizing the increasing risks associated with digital technologies, CICT strengthened its cybersecurity-oriented extension programs throughout the year. Programs such as B.I.T.S. Secure: Battling Internet Threats Safely, Cybersecurity with Basic Ethical Hacking, and SecureNet: Strengthening Computer Networking for Efficient Jail Management provided participants with knowledge and practical awareness on cybersecurity, network security, responsible technology use, and protection against online threats.

These initiatives were particularly relevant to government and correctional institutions, including BJMP facilities in Marilao, Guiguinto, Pulilan, and Bocaue. Through these engagements, the College contributed to the development of cybersecurity awareness and digital resilience among government personnel.

The College likewise conducted Smart and Secure: Navigating Digital Media and Online Safely for parents, youth leaders, and local educators of Barangay Bintog, Plaridel, Bulacan. The program emphasized responsible digital citizenship and safe online practices, extending cybersecurity awareness beyond institutional workplaces and into the community.

The S.M.AR.T. (Safe, Mindful, and Responsible Technology Use): Staying Online Safe and Wise on the Internet – Extending Digital Safety Beyond the Workspace initiative for the Bulacan Provincial Library further reinforced the College’s advocacy for responsible and secure technology use. These programs recognized that cybersecurity is not only an institutional concern but also a community responsibility involving families, educators, government workers, and individual technology users.

Digital Media and Technology Skills Development

The College also responded to the growing demand for digital content creation and media literacy. The Digital Media Essentials program conducted for BJMP Guiguinto and Marilao personnel provided participants with skills relevant to digital communication and media production.

Similarly, the College implemented programs that combined video editing, digital content creation, Microsoft Office applications, and cybersecurity concepts. These initiatives allowed participants to develop practical digital competencies that could be applied in their workplaces and community activities.

The B.I.T.S. of Code: Play, Learn, and Build for Beginners program for President Corazon-Cojuangco Aquino Memorial National High School introduced learners to fundamental programming concepts in an accessible and engaging manner. The initiative encouraged young learners to explore coding, computational thinking, and technology as tools for creativity and problem-solving.

Community Empowerment and Livelihood Development

Beyond education and technical training, CICT participated in community empowerment and livelihood-oriented programs. The BULSU and SI Makati Livelihood Program, implemented in partnership with Soroptimist International of Makati and Barangay Guinhawa, provided an avenue for community members to gain knowledge and skills that may contribute to livelihood development and economic empowerment.

The College also participated in Dream It Be It: A Career Support for Girls, implemented in partnership with Soroptimist International of Makati and Schools Division Office. The program supported young women through career-oriented activities designed to encourage informed career planning, confidence, and awareness of opportunities in education and employment.

The Learn to Read, Read to Learn initiative likewise demonstrated the College’s commitment to inclusive community development by supporting literacy-related activities among partner communities and schools.

Technology for Institutional and Community Development

Several extension programs were specifically designed for government institutions and community organizations. The implementation and pilot testing of the Asset Wide project with BJMP Marilao brought together faculty members and partner personnel in exploring technology-based approaches to institutional asset management.

The College also implemented Digital Literacy: “Serbisyong BulSU: Mula sa Bayan, Para sa Mundo, Pagtutulay ng Serbisyong Pangkomunidad tungo sa mas Maliwanag na Kaunlaran” for BJMP Region 3. The program highlighted the role of digital literacy in improving organizational capacity and promoting more effective delivery of services.

Another notable initiative was B.I.T.S. for Success: Kickstart Your Digital Business Journey, which focused on developing digital competencies relevant to business and entrepreneurship. Through programs such as these, CICT demonstrated that information technology can serve not only as an academic discipline but also as an instrument for institutional improvement, livelihood development, and community empowerment.

Health and Community Digital Solutions

CICT also explored the application of technology in addressing community health concerns. The Tech-Driven Healthcare Empowerment: Bridging Gaps with Digital Solutions initiative was implemented for the community of Barangay San Sebastian, Hagonoy, Bulacan. The program brought together faculty members and community partners to explore how digital solutions can contribute to addressing gaps in access to information and community-based healthcare support.

This initiative reflects the College’s broader commitment to applying information and communication technologies to real-world community challenges. By working directly with local communities, the College was able to identify areas where technology and digital solutions could support better communication, information access, and community services.

Partnerships and Collaborative Engagement

The implementation of these activities was made possible through the collaboration of CICT faculty members, partner schools, government agencies, dioceses, barangays, community organizations, and other stakeholders. Faculty members served as program leaders, trainers, resource persons, technical specialists, and coordinators, bringing together their diverse expertise in information technology, education, cybersecurity, digital media, information systems, and community development.

The documentation of these engagements through endorsements, operational plans, roles and responsibilities, evaluation summaries, certificates, and other supporting documents also reflects the College’s commitment to systematic and accountable extension service delivery. Coordination with the Extension Services Office (ESO) ensured that programs were properly documented, evaluated, and aligned with institutional extension policies and requirements.

Overall Impact

The series of extension activities conducted throughout 2025 demonstrates the continuing commitment of the Bulacan State University – College of Information and Communications Technology to its mission of bringing knowledge, innovation, and technology closer to the community. From schools and government institutions to parishes, barangays, libraries, and community organizations, the College provided opportunities for beneficiaries to acquire practical knowledge and skills relevant to their specific needs.

More importantly, these initiatives established a bridge between academic expertise and community realities. The programs demonstrated how CICT’s capabilities in digital technology, artificial intelligence, cybersecurity, programming, digital media, information systems, and instructional technology can be translated into meaningful community interventions.

Through sustained partnerships and responsive extension programs, CICT continues to contribute to digital inclusion, lifelong learning, institutional capacity-building, community empowerment, and technological advancement. These engagements affirm the University’s commitment to its role as an institution that not only produces knowledge but also shares that knowledge with communities and uses technology as a catalyst for sustainable development.
